Pilbara TAFE provides training for Roebourne Regional Prison (RRP) in a variety of industry areas.

The Project Manager is Lyn Polkinghorne and the Project Facilitator is Stan Dines. They will be supported by lecturers from the Minurmarghali Mia campus of Pilbara TAFE, the RRP, their education Campus and Decca Training Facility Officer Gordon Orr.

This project is to implement E-learning strategies without access to the internet, to Aboriginal students from the Roebourne Regional Prison. These students are participating in the work ready program at Decca Station. Once successfully completed, the training program will be available to communities and other organisation without internet access. Initially we have chosen the Core unit RIIOHS201A Work Safely and Follow OHS Policies and Procedures, from RII20109 Certificate II in Resource and Infrastructure Work Preparation.

What was done

The project was originated as industry feedback indicated a the lack of technology skills from students after completing a Work Ready course. Students although having access to computers and the internet were often not trained to use them in a work environment.
It was then thought that if students who had access to the technology did not have appropriate skills our students at the Roebourne Regional Prison with minimal computer training and no internet access would have low computer skills if any.
Discussing these issues with our industry partners, we learnt that skills and knowledge in computer use for completing documents and using emails was essential in the workplace.
Initially being trained to develop E-learning content and how to apply it to training and assessments was essential. This was accomplished by:
  • Attending Moodle workshop
  • Customising LORN workshop
  • Liaising with West One to organise two half day workshops that were not being offered at the TEAM10 conference, the day prior to the conference.
  • Attending TEAM10 conference
  • Liaising with WestOne and Pilbara TAFE lecturer for further support.
Upon obtaining more knowledge in the variety of ways E-Learning strategies can be used resources needed to be purchased. As electronic equipment is not allowed in the prison approval was sourced from the Roebourne Regional Prison for the use of the equipment and the approval to take photos.
The following electronic equipment was purchased through the Pilbara TAFE Indigenous support unit:
  • IPad
  • Digital Cameras
  • USB Rotating Lens camera
  • Data Sticks
  • Smart Pen
Once resources where obtained putting the delivery and assessment strategies in place electronically was a problem. Thanks to a suggestion from the Toolbox Champion we tried Portable Apps and Moodle on a stick.
We are currently developing this unit to be completely on Poodle (portable Moodle).


For cultural reasons we found that some students were reluctant to have video or photos taken of of themselves. Another issue was the fact that some students were faster at picking up using the technology than others. This caused some friction. To overcome this one on one mentoring and support was provided.

Working with E-Learning Offline has the obvious issues. To work around this we have used the portable apps device and have also added a flash plugin to allow applications to work.


Staffing at the Roebourne Regional Prison has caused delays in the implemenation and completion of the first trial.
The start of 2011 has brought with it staff problems with the Roebourne Regional Prison reducing the number of students available for the trial. The weather has also caused a problem with the Decca training facility being closed since the start of the semester.
Special approval has now been provided for some students to work at the Minurmarghli Mia Campus. These students will be provided with tasks in using electronic technology and start working towards the final outcome.
Not having access to the computers at the Decca training facility is also a problem. Whilst trials are working on work computers the programing can be different and currently there is no possibility to trial it.

Lessons Learnt: A Lack of knowledge and confidence originally prevented a lot of students accepting this new way of learning, however the more their confidence was built the more eager to learn they became.

The results: A more suitable delivery and assessment model to decrease the chance of shaming in the class, while at the same time increasing the willingness to share how to do things. Students using interactive simulations.

Reflections and Suggestions:The Project was challenging but rewarding with seeing the students transform from not having basic computing skills and being scared, to be able to confidently use computers as well as pass the Unit they were doing.
